My dad made one with a Raspbery Pi. It doesn't have the most recent version, but it is really good for retro gaming. We even have an old CRT TV we use to get an even more retro feel.
You need to buy a raspberry pi (3 or 4), a sd card and a usb controller 👍 then you install a system on the sd card (like batocera or recalbox), and add some roms on it ! ☺️ I will make a tutorial soon ! :)
Don't buy a pi You're limiting the games that you can play If you like the small form factor then get a mini PC like the HP ProDesk 405 G8 Mini Ryzen 5 pro it can run up to PS3 and switch games. If that mini PC is too expensive an alternative option is a HP EliteDesk 705 MINI G4 AMD Ryzen 5 Pro 2400G it won't play most PS3 games and you may not be able to run switch games.

Batocera is amazing, I have a mini PC equipped with an AMD 7735hs And I can play all the way up to PlayStation 3 and Switch with no issue.
