Sacramento Valley ICAC Child Predator Operation

  • From June 18th to July 1st, the Sacramento Valley Internet Crimes Against Children Task Force (ICAC) partnered with 29 different federal and local law enforcement agencies in Northern California to conduct a large cybertip operation targeting child predators.
    The operation resulted in the execution of 37 warrants and 23 arrests across Northern California. Two notable arrests that came from Sacramento County were Jonathan Kasten of Rancho Cordova and Brian Schmeltz of Sacramento.
    Kasten was arrested for:
    PC 311.11(a) - Possession of child pornography
    PC 311.4(d) - Production/manufacturing of child pornography
    PC 29180(b) - Failure to affix DOJ issued serial number prior to assembling firearm
    PC 30605(a) - Illegal possession of assault weapon
    Kasten had multiple CSAM images, including a video of himself and a child victim. He is currently in custody without bail and is being investigated for additional sex crimes.
    Schmeltz was arrested for:
    PC 288.3 - Communication with a minor with intent to commit sex offense
    PC 288.4(a)(1) - Arranging to meet with a minor for lewd purposes
    PC 664/288(a) - Attempted lewd act with child under 14
    PC 664/311.4(d) - Attempted solicitation for child pornography
    Schmeltz had been chatting with 3 different ICAC detectives who were posing as children under the age of 14 during the operation. Detectives believe it is possible that Schmeltz was communicating with other minors. Any potential victims are encouraged to contact the Sheriff’s Office. Schmeltz is currently in custody without bail and is awaiting his next court date.
