My question is that is an operator required to monitor foreign Ads if EASA is already doing that?

Only ADs released by the state where the type certificate holder is located. So for example if you operate a Boeing in EASA, you still need to monitor FAA ADs (but yes, they will be also visible on the EASA web site but as FAA ADs). Also please keep in mind that not all foreign ADs are adopted by EASA.

Yes, you can turn on email notifications on the EASA web site and you will get an email each time a new AD is posted. It is also possible to select which types you need, so you don't get every single AD
