English is taught in german schools from year 3 on nowadays. You might run into problems in the country side, but in larger cities, you should be ok with english. Still using letters: well, electronic documents can be tampered with and many regulations still require your manual signature. Everybody complains about it, even germans. We're working on it.
Didn't meant to complain, for now it's just something that immigrants have to accept 😊 Btw electronic signatures are also available, even when I applied for residence permit here in Berlin, I signed on tablet, so they got dijital version of signature directly, without using paper 😀
