I tried to scale my drawing by using ALIGN command but it did not change the scale. it aligned the drawing with the line. please help. Thank you

Maybe when you plot your design as pdf you don't choose drawing as scale or maybe your drawing in image

After converting dwg file dimension is ok but some more thick line occur but it's weight unable to change

You have to remove it manually, for better you can use different website, type on google pdf to dwg

Maybe your PDF not generated with direct autocad file, or mai be it's made image first thaan make pdf

Depends karta hai pdf banate time uska quality kya rakha tha, or hatch property purane file mai jo thi wahi same setting new mai v honi chahiye,
Fir v dikkat aa rahi hi to civil 3D use kar sakti hai aap
