That was actually very usefull ! Other guides don't even bother explaining how to workout scale and ration factors, and scale drawing to the correct size . Thank you sir !

I believe when scaling the drawing to the proper dimension using the "Reference" the line length and input the actual dimension to get a more accurate result. Thanks
I've been on AutoCad for many years, this works, but if you're going to work with it as a house plan, then it is much faster to draw over the PDF drawing , because to clean up the converted file will take you 10 times longer than to just draw over. The converted file is in small pieces.

Which oldest version of Autocad supports pdf importing? I got 2007 version of it, it meets my needs for drawing. I couldnt find in 2007 version. If it has the feature, I'll keep my version. If you can help, I would be glad. Thanks in advance.

If you know the scale of the pdf, can't you just put the scale factor in the scale option box in the pdf import dialogue box?

That is a good way but in my experience and also my preference, I use the reference option. Base point of 0,0 like you said but when it asks for scale factor, copy or reference, input reference, and pick the length of the line and then manually enter the value, (22.5 in the case of your example)
Not trying to put down what your doing but sharing what I think is a faster and more accurate way...

if the scale reference is not given in the drawing sir, means that if the dimensions are not mentioned in the drawing .then what should be done?

That is to scale the Dimension. Otherwise the size of the dimension will be too small

I suggest that you try to place dimensions in other parts of the drawing.
You may find that the linear scale may not work for all geometries.
Try vertical dimensions.

Of course , some adjustments will be necessary .

Long way to do it, simply import pdf and then use scale command, select end point to end point and type 25.5. Before doing this make sure your config page settings are set to metric millimeter not imperial as it is a new drawing.

You are right about that bro, i use it also its so much sinple.
You can use the command align also .. Simply draw a line corresponding to the length of any straight line and align the entire pdf file to that line

PDF import is supported from Autocad 2017 and higher versions

The dimensions that really fit the size are only used as a reference guide, others still have differences
