Do you have any suggestions for mounting something similar to the handlebars? My front fork doesn't have tubes that come up that high, but I'd still like the light to turn with the handlebars

This should be retitled to "how to add connectors to ebike wires". You focus on the wrong things my guy, you should be telling us why we should be connecting this wire to this and where this wire comes from !
Why? Second-hand vapor may be a thing but I've never heard of video-vapor being an issue. A law against it wouldn't surprise me considering the current batch of Democrats, but I live in Texas and we just ignore laws the Democrats write that try to take away our freedoms.

Is the dc step down converter built into the light?
I actually got that same light for my Revv1. Do I need to use a converter or can i slice into the original light wires?

Not that much honestly. The step down helps with that so it's very minimal in terms of current
You're forgetting a DC to DC converter. It's a 12v headlight
