That's a definite promise of God. "Submit yourselves therefore to God, Resist the devil, and he will flee from you." James 4:7. If you read verses 6-9, it puts it into context. It is humbling ourselves to God, drawing near to God, allowing God to cleanse us, purifying our hearts, and being sorrowful over our sins. In coming to and closer to the Lord Jesus Christ, we are submitting ourselves to Him. In so doing, we are resisting the devil and He will flee from us. There may be a time in ministry that you are in spiritual warfare and you have to take command and say, "the Lord rebuke you!" Sitting and calling Satan names, will not do it. However thank God the father that he was out there in heaven encouraging his son to fight back. He even sent an angel to counsel Jesus Christ that’s another Subject due to all the experiences I’ve had in my life and what I see in the Bible I can say humbly that I know a lot about Satan’s tactics and all of his power I know how he works. It can get to the point where he manages to make people loose their minds and might end up in a psychiatric hospital. Yeah, that's something that even the word of God shows that we don't have the power to do. Only God will do that when He gives authority to an angel to carry out the task. That is found in Revelation 20:1-2

So, what did He do? He commanded him, He spoke the Declared Word of God, He exercised Authority. As for these you seem to have in mind that many of us have witnessed, who are they? They don't even know the LORD, they are pretenders, tares, speaking their own thoughts and interpretations, speaking from their own spirit. Maybe different contexts, but James 4:7 came to mind. Resist the devil.
