The spacing is incorrect because the outer tine sections are put in the wrong way around. 🙂🙃Due to this now the working width is also narrower. The outer tines should be close to the end pieces of the frame. Now there is like 4" empty gap.
If it was me, I'd get some bags of Quikrete and pour me a solid block of cement in that tray. Cinder blocks really aren't that heavy, and them bouncing around like that would drive me nuts.

Yes it is
That tray is there to add weight. The manual for that shows either 150lbs or 200lbs depending on the model.
I cut a piece of thin rubber to size. Then heavier duty bungees to secure blocks. Easier to move and store
i use rubber mats but i never thought to use bungees, thanks
