They could resell them if they're not damaged. Also it'll just break down overtime, even with the utmost care, since people do like to show off their photocards in their phone cases and slip, chaing out means the oils on your hands will break it down

This is great! I think it will be easy for fans to circumvent damaging the photocards and albums too since they can just laminate them or put some stickyback clear plastic on top of the cards (we used to do this to protect our school books) and for the albums they can just make/put a clear plastic cover on the outside, e.g. use a small bit of tape/double sided tape and some clear plastic or cellophane to protect the outside of the album. Clearly wastage must be a big problem if Hybe is having this much of an issue with it. Also if fans want to use a photocard in their phone case without damaging it, they can just photocopy or print a copy of it and use that while keeping the original protected in an album or something. Quite easy to work around
