not sure which rules were used here but -- In this case if you accidentally touch or move a ball other than the cue ball, there is no penalty. However, your opponent has the option to return any improperly moved balls back to their original locations

Of course it counts, it always counts when you make the 9-ball on the break in every 9-ball game I've ever played. But it DID NOT count. What possible reason could there be not to count the 9-ball on the break. Traditionally, the 9-ball has always been good on the break. I hope it's obvious to those in charge of making this rule what I'm trying to say about this ______ rule. I'll let the reader put in his/her own word(s) in the blank.

I would also consider the possibility that once the ball moved it changed from what he had in his photographic mind and he miscalculated.
