It's so wild to me that "Vengeance" Batman commits less actual crime than even "Justice" Batman usually does.
This platform fight sequence is the perfect example. I may be wrong about this, but I'm pretty certain that Batman doesn't commit a single crime during this entire sequence. I mean, this would even hold up in court!
First, the movie explains three times that this is Halloween night. You see the Mayor's boy leave to go trick-or-treating, Bruce mentions the date in his v.o. narration, and it also shows him walking through a dense crowd of people who look like they're at a costume party. The gang member says, "And what are you supposed to be?" which is something you say to kids on Halloween!
Second, Batman started walking VERY slowly, out of the darkness, and into the light, with heavy footsteps you hear coming a mile away. He isn't running. He isn't picking people off one-by-one, he's not preventing anybody from escaping,, he's not throwing smoke pellets, he's not hanging people from the rafters by their feet, none of that. In fact, he doesn't even say a single word. He walks up, stops, and just STANDS there. In silence.
Not only does Batman not say a word, he doesn't make even so much as a move until the guy raises that machete. Then, Batman acts in self-defense. Those two hits on the ground are a little gratuitous, and maybe not necessary, but well within his legal right to act in unprovoked self-defense. Then the gang spreads out and starts to fight him as a group.
Third, he clearly takes a few hits..... and then one of them pulls out a gun. The first shot glances Batman's shoulder and hits some moron in the background. The second shot misses completely. Batman immediately whips around, grabs the gun arm with his left hand, pointing the gun toward the ceiling, and then uses his right hand taser to SHOCK the dude's vertebrae just enough to cause him to discharge the other five rounds, involuntarily. The bullets hit the metal rafters, causing sparks, scaring criminals.
Fourth, even if the entire gang immediately went to the hospital and tried to swear that they were the victims, they didn't know that was Batman, it was Halloween night... the other alternative is admitting that the guy was about to decapitate some helpless child in a Halloween costume. And even if that got all the way to a court hearing, they couldn't subpoena Batman if they tried, but he wouldn't have to show up, because he has a bodycam. He can just isolate relevant footage from his contact lens tech and give it to Jim Gordon himself, and just bounce.
