Bethesda developed and published Fallout 3, Obsidian developed New Vegas while still Bethesda published it. TES is also developed and published by Bethesda, except Elder Scrolls Online which is made by Zenimax. Anything else like Dishonored or Wolfenstein is only published by Bethesda and made by different companies.
