That sounds very apm/network1 to me, but I don't recognize the specific cut. Did you try pointing Google music recognition at it? Or shazam? You'd be surprised what shows up in those databases.

The "ei8ht" almost reminds me of WROC's Channel 8 logo in Rochester(NY) about that same time...
