I don't understand how the mayor of London has jurisdiction over areas outside of London where those residents can't vote for a London Mayor. If this is the case, the mayoral elections must extend to the areas where ULEZ is being expanded.

If a council made decisions like this then the people have a choice at the ballot box. No such choice exists in this scenario because there is no vote for these boroughs and therefore this is unlawful.
As much as I dislike the man, it has to be said his authority as London mayor will not actually extend outwards. The proposed ULEZ policy will move the boundary to the Kent border. People driving in from Kent will therefore be affected.

My disabled brother had to go into a care home through ill health. The Durham council say he has to pay C/tax for the care home, C/tax for his home and they say he will have to pay double C/tax for his home in future. But illegal immigrants get it all for free.
