I don’t think you win if you cross the Waal with a non-airborne unit. It has to be the Lower Rhine, which is the river one up from the Waal (around Arnhem)
You are correct regarding the victory conditions, but we decided to stop the game because Ken thought it would be extremely difficult to stop the British crossing the Rhine. The Allies were unusually lucky to make it so far so quickly, and the Germans did not have enough forces to mount an effective defense. It wasn't going to be fun to continue playing the Germans, so we decided to call it.

That's what I thought too. The Allies made it across the Waal no problem, it's the Lower Rhine which they couldn't cross
