I think the step to a World Tour starts with using the period after the FedEx season is done. Send the top US players on junkets to Europe, East Asia, Australia and the Middle East with the top players from the rest of the world, while the hoi polloi of the US and European Tours slug it at their homes out for playing rights the next year. Also cut the number of signature events in the US schedule to 4 and increase the fields in those events to something like 100 with a cut. If a Golden Boy can't make a cut in that situation, it means he wasn't so golden that week.
The real answer? How does one tournament qualify it as a World Tour?
I dont think there is a good reason for me as an american to want a world tour. Itll only make the product worse and harder to watch
