My brother-in-law just passed away last December due to motorcycle accident. He was a very cautious person riding with full gear on. The problem was the night he got into accident he was wearing half face helmet because he gave his full face helmet to his brother. His fatal injury was in front of his face because the helmet came off. I regret it so much that I haven't given him the full face helmet I have sitting on the bench in our house since I'm not riding motorcycle anymore. If only I gave it to him he could have been with us today. People doesn't really know the importance of a helmet, you'll know when it's too late. Always be careful not only for yourself but specially for your love ones who will weep for you.
So sorry for your loss. I wish full-face helmets would be mandatory and half-face helmets banned or regulated. I know full face is uncomfortable but at least buy a modular one. I know a guy who got into a minor accident with a half-face helmet, it was supposed to be a simple fall but his face required surgery.
But then again its impossible to ban a whole established market.

It is very important, not only will it protect you from head trauma, it actually protects your face enough even though the helmet isn't the best of quality as long as its a full face helmet it should dampen the impact.
All violators should only take a maximum 6 mins to deal with, any longer than that they are stalling the enforcers duty and should be penalized for every fraction of time wasted.

There shouldn't be any minimum minutes to begin with. Pag ayaw ibigay ng lisensya, tow agad. Or pag nagmamatigas yung violator, tawag agad ng law enforcer (pulis). Inii-stall ng violators yung operation with half baked excuses

That woman and child that got back on the bike knowing full well, showed no remorse demonstrating pure ignorance, the biker should have been ticketed and gone to jail for a few days, bike impounded and license suspended for six months. There should be some "bite" to the ticketing system otherwise people will be flagrant lawbreakers. And since most people "buy" their license, it seems, they should be forced to go to mandatory three day classes in order to regain their license for a probationary period (six months). That's how we do it back home. We DREAD getting pulled over because the penalty is going to be substantial plus our insurance rates are affected and not in a good way.
Poor kid. It's not his fault that he has parents like that.

Another great video! All the penalties should be doubled. If the penalties were higher maybe less people would break the laws. Also it would be cool to see the tow yard where all the vehicles are stored from towing.

Solution? I really have no idea, I have but will just leave it to myself.
There have been a few guys that comment here on UA-cam, or Facebook, saying that no matter how many times they get caught, they will never wear shoes while riding a motorcycle.
They might be surprised one day when LTO suspends or even revokes their license for the repeat violations - assuming they get caught multiple times.
@@GadgetAddict Watched most of your clips even those that dates back five years ago. A quick question: how many apprehension a license holder incur before his/hers is revoked or suspended considering that licenses are now issued for 5 & 10 years validity(even at 5 years that's a long good favour for a license holder), from what I know? Or within how many days a violator must show up and settle the penalty? Are letters sent to their addresses and what will happen if they don't show up?
Because there are always "repeat violators" in your videos which tells me they couldn't care less about these violations.

But with the new 'demerit point' system of LTO, there's now a guideline for how many points each violation would consume.

MMDA has operational order. To perform and implement that order. The full scope of thier duty is clearing and apprehend violators in illegal parking and obstruction on street ways and side walk.
If your vehicle falls in that 2 categories. You can cry. They all has the right to tow your vehicle. Dont try to mention or call or produce your best shield of protection. You remain as violator. So obey the law.

Itaas ang violation fees, cheap sa mayayaman yan, uulit lang yan parang commercial, gawin 10k sa small Cars/motorcycles, 30k sa SUV at 50k sa trucks 1st offense ng magtino at mabawasan ang traffic sa Maynila.
Basta mga naka motor, mas marami dyan kamote. Dapat dyan lagyan ng doble plaka na kasinlaki ng billboard sa edsa. Tigas ng mga mukha.
This is the reason why TDC and PDC are very important for us to properly learn all basic and standard traffic rules, regulation and safety. It is really easy to learn driving but we also need to be more knowledgeable understanding traffic rules to avoid being apprehended and getting hassles along the road. Wearing proper helmet and shoes while driving a motorcycle has been discussed many times in TDC and PDC. Not to mention those vehicles who are illegally parked on the sidewalk, they should also consider the pedestrians as well, but I guess these guys never really had to take each of those courses and rather have fixers accomplish and get their licenses and that's the sad truth 😢
How many vehicles in average get towed in each operations? Has there ever been an instance where they ran out of tow trucks and there are still vehicles left to be towed?

It really depends on the area. I could easily list hotspots for no license / fake license...
Where 30-40% of the riders you apprehend, will have no license or a fake license.
Although If I list them, no doubt the officials in those areas are going to get angry at me, even though it's just statistics.
Sana pag may road rage at nag labas ng baril revoke na drivers licence. Consider sana ng LTO sa batas nila.

The vehicles getting towed is getting hit twice, once with a ticket and another from the damage the tow trucks may do. They need a stock supply of factory tow hooks so they can properly pull the vehicles up. I doubt they will ever get better tow trucks that can do the job properly. It just how it is unfortunately, just obey the law and avoid this situation.
There has been recent discussions about modernizing the tow trucks of those accredited tow operators. But as to when it might happen, I have no idea.
@@GadgetAddict Those towing companies are lazy and not interested in growing or developing their company. All they have to do to research is look at the various kinds of tow trucks in the US where one guy can go to a car and leave with it in less than 5 or 10 minutes. Then they can just copy, engineer or fashion for one themselves.

Only the first time, but I'm sure they're bound to get apprehended again. From their actions, they showed little to no remorse and learned nothing from the apprehension. Kawawa yung bata.

I wonder, could MMDA add a requirement of proof of parking for cars impounded for illegal parking before they can get the cars/motorcylces back?
And then have a database of previous infractions. The more a car is towed, the harder it becomes to get it back.
There are pending bills in congress and the senate for that.
But consider the flip-flop towards supporting Cities that want to turn their roads, sidewalks and bicycle lanes into paid parking, I'm not sure whether those bills could have enough support to pass into law.
I still hope, but I'm not expecting it.
It would have been good if the MMDA and LTO took the opportunity, with the creation of the single ticketing system, to make illegal parking become more expensive for the second apprehension, third apprehension and so on.
I guess it's too late for that now.
Although MMDA could improve one of their processes, in regards to releasing impounded vehicles. I think they should require ALL outstanding violations attached to the plate and to the license, to be paid, before releasing the vehicle.
@@GadgetAddict I hear you. I'm frustrated by the slog logical bills have to go through to pass. It would be nice to imagine an efficient ticketing system and database that allows the MMDA/LTO to punish repeat offenders more harshly. I remember your comments on some videos of "I remember that vehicle do this or that" and we see it needing towing yet again. It really feels like there is a subset of people who still don't care about the rules despite already being punished in the past.

They can afford a motorcycle, but they can't afford to buy a proper helmet. What a shame 😅
The crazy thing is that most riders admit to having a proper helmet at home. Or even worse, it's in the box of the bike 🤦♂️

News and social media doesn't seem to spread this protocol because clearly there are too many DLAG members out there.
I mean, I think they know.
It's just that a LOT of people don't think they're going to get apprehended. And many believe that if they ARE apprehended, they can just ask for "consideration".
That's why some people get so totally triggered when they're not given "consideration" because they think it's a standard that must be given 🤷♂️

It depends on the circumstances and violation. It's often checked, but not always.

A lot of people buy nutshell helmet because its dead cheap, some buy the substandard ones because its 1k or less. But the helmets that really matter cost 3k+ and people cant afford one especially for someone who is paid 500 pesos per day with a family. It would take him 6 days of work to buy that helmet. This is the reason why a lot of Filipinos are using substandard ones because Pinoys are underpaid across the board.
Poverty is a factor but you can't use it as a reason to not follow the law.
Nearly every rider caught with a bicycle helmet, either admits they have a proper motorcycle helmet at home, or they literally get it out of their box, while being apprehended.
It's pretty common for you to be given a free helmet when buying a motorcycle.
And you'll notice that many of the riders apprehended, have pretty expensive bikes, and sometimes a lot of expensive accessories.
So while I agree that many people are struggling in life, I don't think the issue with substandard helmets is primarily about a lack of cash.
But either way, those are the requirements to ride on the road. No one ever said it's cheap to own your own car or motorcycle, it comes with a lot of responsibilities and costs.
Why the unauthorized helmet cost more than no helmet? I mean, if I were them wearing a unauthorized helmet, and I see an enforcer, I'll probably just remove it since it cost less than no helmet in the first offense.

What if they start confiscating licenses again. But this time the confiscated licenses are sent to a central hub like shopee and can get shipped back to their owners once their penalties are paid. Just an idea.
That's not a bad idea actually.
Confiscating licenses has always proven to be more effective in forcing people to pay their penalties.
But I'm pretty sure this will never happen.
MMDA should make an immediate change to their impound release procedure. They should require ALL unpaid violations associated with the vehicle and license to be paid, before releasing the vehicle.
This never ends... Probobly higher penalties will limit this violations.. how about a 5000 penalty...
Honestly before pushing for higher penalties, I'd push for more enforcement, especially at the local level and fixed-post in general.
These things shouldn't only be enforced during an operation.

That's the problem. Even though the rider will be told not to ride anymore, and to just push the bike, the reality is that most are going to ride away, even if they just wait until they get out of eyesight of the enforcer.

Just let them ride on and if they get into an accident and break their stubborn heads, then maybe that'll teach them !
The problem is, you might be the one involved in an accident with them.
If they die, you're going to be arrested for reckless imprudence, even though a helmet might have saved them.
Even if they survive, the public resources used to assist them, will be much larger compared to if they were wearing a proper MC helmet.
I guess that's why some LGUs have already started passing ordinances to say they won't provide free care to those who fail to wear a helmet.

Ideally, fixed-post enforcers would be just as strict as operation teams.
That would certainly result in safer roads.

How about helmets worn by some police/army personnel? The camouflaged ones, are those legal?
PNP vehicles and other law enforcement vehicles are permitted to use the bus lane.
There's no mention in the memo about including uniformed personnel, such as police officers, using their own vehicle.

Well a helmet is only legal on the road, if it has the relevant ICC/PS mark for use on a motorcycle.
I've personally never seen a tactical helmet which has those markings, to prove it's legal for use on the road.
It started with the tactical motorcycle riding unit of PNP using them. For those riders, it made sense, because they're literally being sent out to immediately respond to armed criminals. They had rifles, protective vests, ballistic helmets etc etc.
But for some reason, a lot of people started to replicate them and began buying the replica "tacticool" helmets on Shopee and Lazada - both civilian and uniformed personnel.
Firstly, they're not even genuine ballistic helmets - so they don't actually provide any combat protection.
Secondly most of the riders don't have any legitimate reason to use a ballistic helmet anyway.
So long story short, there's a lot of people using unauthorized helmets and it seems like a lot of enforcers are turning a blind eye to this.

If there's one thing you shouldn't skim on, when riding a motorcycle, it's really the helmet.

this is going to sound anti-poor, but why can't people get a decent helmet? you don't need to get fancy; one can get a decent one for 3k. it might be out of pocket for some people. but logic states that if you can set money aside for a motorcycle's amortization, you should be able to do the same for a helmet.

That's what I don't get. A lot of the people being apprehended will say they have no money. So why leave the proper helmet at home? Just wear it and you'll be safer and you won't have to worry about any penalties.
