2023 in review: Building on progress

“The Council of Europe Development Bank is uniquely positioned to help Ukraine and to finance the reconstruction of its schools, hospitals, maternity wards,” President Emmanuel Macron of France stated at the 4th Council of Europe Summit of Heads of State and Government, held in Reykjavík, on 16-17 May 2023. Ukraine had already applied to join the CEB in 2022, and shortly after the Reykjavík Summit, in July 2023, became the Bank’s 43rd member state. It was a momentous occasion in a busy year during which the Bank launched nearly 50 new social investment projects across Europe, in areas such as healthcare, education and training, green transport and affordable housing, including for vulnerable people displaced by war, financed with over €4 billion in new project loan approvals.
