All spoilers does not extend simultaneously due to the fact that if they extend together all at once, the nose wheel will immediately hits the ground due to the rapid decrease in lift, thus damaging the gear.

I've tried googling this and can't find a sensible answer - I can only tell you that it is standard on the 300-ER and , I would guess , all B777s .
