16:20 It's gas giants, black holes and in the centers of binari / trinary star systems. I believe in the latter 2 it only works if stars are close together and orbit around the center (you don't have to get between them, just gotta be close enough to both, took me a ton of supplies to figure this out), haven't had any luck if one of the stars is the center of the system.
Edit: also neutron stars.

I've been thinking about colonies and other mechanics while watching this Let's Play and I feel like going into debt with colonies is something that should or may get addressed in the next few patches. It feels way too busted for there to be no consequences other than losing a few crew when you make port. I am not sure what would be a good balance for it though. This has been a thing for a while now and with new mechanics getting introduced in .96 it just feels like it's time. I was thinking maybe have your colonies lose stability every month you're in debt until they either decivilize or become independent. I am just spit balling though, who knows what the dev will do.
