All the places I mentioned in my comment can be accessed by trains 🚃 such as Tokyo Metro and JR etc. However, Tokyo is a large city and you will often have to walk a lot inside stations, transfer trains, and at each sightseeing spot, so it is important to wear comfortable shoes and allow a enough amount of time for your trip. Yes, for sure! Shibuya Sky (though not free) is another fantastic (outdoor) observation deck. But we think if you visit Tokyo and love panoramic views, you should at least consider visiting Tokyo Skytree or Tokyo Tower, simply because they’re both also unique and iconic structures.
