plants #1 nutrient is co2, In a low-tech tank like this you don't need additional co2 for growth. co2 is a beautiful thing if you can have it use it if you don't your plants will grow much slower.
absolutely there is numerous methods it all depends on your goal! if you want simple low-tech darted tank go with low requirement plants and your hobby will be amazing and fun plus room for tons of mistakes to learn from and not to quit, using a pressurized co2 system is wonderful best investment even for a low-tech have fun!

Can i just use soil only without the bac powder, osmocote etc? The top layer will still be sand.

I agree, my tank is compost and sand, no special stuff added. super easy and I picked up the rocks from a local creek...
