Lol, that guy could be staged. But once when I worked at a sandwich restaurant I legit had someone come in and try to order some tacos. (There was a taco place one lot over, but it was still ridiculous.)

Normal stores close at 18:00 usually, maybe earlier on weekends. Restaurants are open longer to somewhere between 20:00-22:00 on weekdays but as late as 2:00-3:00 on weekends since that's when bars close. Big stores like supermarkets are open to as late as 23:00.
There are very few places open 24/7. Probably some petrol stations are open all night but the don't usually let people into the store at night and you have to order what you want at a window.
