Citizens speech is protected by the first amendment. They can redress the government using the words of their choosing as outlined by law. Council members are public servants. As a member of the government, they must except this and tolerate the free speech of the people they serve. Their feelings and your feelings about what is said are irrelevant. Council rules do not supersede the constitution. So, having a rule that limits free speech would be a violation of the highest law of the land…… the constitution. No law was broken.
