American prospective : after Saddam Hussein invaded Kuwait , the U.S. had to do something about him since the Gulf states are allies with America but as the war was getting over, Saudi Arabia started getting concerned after Iranian backed militias took over a huge part of Iraq as the Iraqi army retreated , so they told the American president to keep Saddam Hussein in power cause the gulf states are not ready just yet do deal with Iran. then in 2003 the U.S. decided that now its a good time to take out Saddam Hussein and leave Iraq to the Iraqis, cause other problems in Iraq was not a part of the deal.
