They could be bluffing, but in my experience no one balances their "tell my opponent my cards" range XD. In any given river, your opponent might reasonably have one of 10-20 combinations of cards, so if your opponent tells you they have a particular pair of cards (e.g. I have J2s), you can exploit that information by playing as if it's true, even if they're only telling the truth 25% of the time. And yes, you could get leveled, but in my experience, 99+% of the people who do this are recreational players who don't know the meaning of the term 'balanced range'. They play most of their hands silently. Then all of a sudden they tell you they have two cards in some weird river spot; generally, it's for the meme when you call/fold and they turn over the two cards they said they had.

I've done this a few times and it has always worked. Small sample size, and obviously it's not something you can do repeatedly to the same person, but 3 or 4 times I've been asked what my hand was when I had the nuts, I offhandedly said "I have the nuts, obviously" and every time I was raised or called by a worse hand lol.
