      That final number is actually counting the frames passing by, and when done correctly, that # resets after a single second has passed.
      The timer in this video was also done incorrectly (understandably confusing), and only calculates half speed: This video is uploaded at 29.97 FPS, but the timer is set to ~ 60 FPS (thereby counting 60 frames every two whole seconds, instead of 30 every whole second); Every interrogation footage I have found online is ~ 30 FPS anyway, so that leads me to further believe this setup was just an editing mistake.

    I was about to say this "isn't a poignant commentary of these types of videos on UA-cam", but then I was GODSLAPPED by the reveal that the person being interrogated was the voiceover guy and that he uses body language pseudo-science - this video is amazing, 10/10 from me; it gets my seal of approval 10x over
