Diplomacy can be conducted with a person, not a rabid dog. First, it's a dog, at most it can be trained for useful purpose. Second, the rabies has infected the central nervous system and only useful contribution it can have is infecting other people or animals. Third, rabies still incurable once the virus reaches the nervous system. The west treated Pakistan as a trainable dog and spent lot of time and resources on it while completely ignoring that it has been systematically infected by islamic terrorism and the disease is now driving Pakistan mad while infecting everything near and far. West was amused when their rabid dog was repeatedly biting the peaceful neighbour India. But Pakistan managed to infect many of its patrons with terrorism in time and now they will have to fight it out of their own system. The snake metaphor also refers to the use of Pakistan by the US and UK to control Russia and India.
