I am a high school football official, not a professional official, and let me tell you, this is really not that hard. The line judge threw his flag, blew his whistle, ran onto the field with a "kill the clock" signal, and began twirling his arms indicating he saw a "false start." That is a "pre-snap" penalty and a DEAD BALL FOUL. Which means that play was over BEFORE it really began. Anything that occurs after that official's whistle is blown-including fumbles, is FOREVER null and void. The officials absolutely, 100%, cannot, ever get in a huddle and overrule a blown whistle. The infraction was indeed an illegal shift; HOWEVER, the line judge blew the whistle BEFORE the snap. Play over! Fumble nullified. Raiders' football. The Raiders got screwed. Btw, I have no horse in this race. Not a Raiders fan.

I didn't hear a whistle till after the recovery. the call was correct. it wasn't a false start. illegal shift, 2 people not set when ball is hiked. wide receiver and tight end were not set. ugly way to lose, but it was a Raider mistake
Yes he's calling a false start. But look at the other side of the field. The ref on that side threw a flag as well (you can see it in the air at 1:50) for a false start on the other outside receiver. Neither outside receiver came set for 1 second prior to the snap. BY RULE, if you have 2 eligible players in motion at the snap, it is NO LONGER A FALSE START. The penalty becomes illegal shift, and the penalty for ILLEGAL SHIFT, does not kill the play. Your argument about the whistle, 100% valid, but to argue the call on the field. They made the correct call. Now, had the flag been on a lineman and an eligible receiver, it would have reverted to a false start and the play would've been dead at the snap. But it was 2 eligible receivers in motion

If the Ref made a mistake and called the play dead, then the correct call would have been there was an inadvertent whistle that stopped the play, There was an actual infraction of illegal line shift. Penalty of 5 or 10 yards, replay the down.

refs make the wrong signals all the time, they literally called a penalty against the chiefs earlier in the game when it was against the raiders by your logic, the penalty had to stay against the chiefs because the refs said so

Too many folks getting off in the weeds on this. So, I'll break it down from my perspective. The All 22 here makes half of this really easy. The rest must be seen and heard on other videos. 1. The false start argument. For a false start to occur, the player must have first assumed a set position for a full second. (rule 7 sec 4 art 2) There are at least 3 players who weren't EVER set at all. The 2 WRs and the TE. They were still up and moving when the ball was snapped. Since they never GOT SET, it's not a false start, it's an illegal shift. (rule 7 sec 4 art 6). Slow it down and let me know how many players you can count who are still moving when the snap occurs. Were they set before they moved? If not, it's not a false start. Rule 7 sec 4 art 2 item 6 does not apply, as the clock was not running. 2. The official at the top blew the play dead argument. No whistle in any of the dozens of clips with audio can be heard until after KC has recovered the fumbled snap. When they start, they are clear and audible. Please provide evidence of a whistle prior to that. You can't ASSUME that he blew it if you can't hear it. If the parabolic mics can't pick it up, it didn't happen. 3. The linesman killed the play and his signal is THE call argument. Anything the linesman at the top does, running, waving, signaling, etc means nothing without a whistle. It's only his portion of the overall play. He is relaying that he saw someone false start, yet no whistle is heard. He comes running in waving his arms and signals what HE saw. THIS PART IS MY TAKE: The white hat shut down the false start because so many players never got set in the first place as they are required to do and were still moving at the snap. The white hat got everyone's take on it and made a decision based on the input from the entire crew and his own observations. Which based on the evidence in the All 22 here and the HD broadcast replays and live audio, was correct. Bottom line, it all comes down to the whistle or absence thereof. If you got a whistle, inadvertent whistle, play stops Raiders ball but no guaranteed FG. No whistle, no case the final call was correct. Feel free to flame away on this take. If you got that whistle, I want hear it. This entire scenario plays out in under 4 seconds. It helps to use the speed controls by clicking the gear symbol at the bottom of the video window. And for those saying the refs always favor the Chiefs, show me a late game deciding call that helped the Chiefs win that was wrong. If you don't want penalties deciding games, stop committing penalties. There are some examples of pretty egregiously bad calls that decided games in the past. This ain't one of em. Unless you can show me that false start whistle.
That's neat. You left out something though. The side judge on the Raiders sideline immediately vacated his position running to the center of the field. Show or give one example where a side judge vacates the sideline he is officiating during a live play. Per player safety protocols, NFL side judge officials only enter the field of play during a dead ball situation. Inadvertent whistle included. So based on your take why did the visitor side judge throw a flag, run onto the field, place arm and hand by mouth, signal kil the clock with arms over his head, then signal false start? Did he screw up? Yes. It's still a dead ball due to his actions be it audible or not.

The problem with many who are commenting-especially Chiefs fans- is that they don't understand the mechanics and rules of officiating a football game. They don't understand that calling a penalty is visual as well as audio. A BIG YELLOW FLAG doesn't make any sound when it has been thrown, but is there any doubt that a penalty has just been called? This sort of stuff has been happening for years. The NFL is an entertainment firm and it's all about bettings today. Look how much things have changed over the years. We didn't have all this crazy gambling tied so close to the NFL untill lately. It has been and will always be about money of course. Decisions made by bad refs are a part of the game. They (NFL) wants a new winning team like the Patriots were for years. This was a bad call to help the KC chiefs. Patrick will be the new Brady. Now with so much on line gambling with the games, I've noticed how many very close games there are now, which add for the bettings lines. It's really sad now and I rarely watch any games because of it. I did see this ending live though and it is SO obvious.

In the final 2 minutes false start is only called when the clock is running. Raiders spiked the ball to stop the clock. Illegal shift was because offense players were still moving when the ball was snapped. Play doesn't get blown dead on a live ball illegal shift foul. Chiefs recovered the live ball and declined the illigal shift penalty. Case closed...except for dummies.

If the raiders didn't have to stop the clock by spiking the ball on the previous play the false start that the line judge was signalling would have been correct. The line judge was overruled in conference by the other officials. He either forgot the 2 minutes rule, or didn't know it, or forgot the clock wasn't running when the ball was snapped. The ruling on the play was illegal shift because the wideout was in motion when the ball was snapped. Chiefs decllined the penalty because they recovered the ball and taking a knee was all they needed to win the game..
Raider Alex, you have it wrong on many counts. 1. The ref at the top of the screen was IN ERROR. He was trying to call "false start", which doesn't apply in this case. A false start occurs when everyone on the offense is set and then a player moves BEFORE the ball is snapped (one player in the backfield is allowed to move sideways or backward). In this case, multiple offensive players are moving while the ball is being snapped (because the ball was snapped early). This is an illegal shift (multiple players moving at the snap), which is a live ball foul and play must continue. The ref who called a false start was confused and made the wrong call--he was corrected after the other refs called a meeting after the fumble. Since it's a live ball found (not a dead ball foul) play continues. 2. We don't know when the ref who made the wrong call blew a whistle, but that doesn't matter. No one on the field reacted to the whistle because they couldn't hear the whistle (everyone was diving for the loose ball). The whistle, if it was blown, didn't affect the play on the field. 3. You say it's a stupid that the outcome of a game is determined by some stupid rule. You're stupid. If there aren't rules, the game wouldn't be a game and nobody would watch. It would be some kind of chaotic free-for-all. The Raiders should know the rules and follow them if they want to win. They were just undisciplined on their most important play.
Coaches did not get play in, line gets confused and shifts Happened [one judges mistakenly calls false start but is overuled] . And, why were they running another play at all. No timeouts, 14 seconds left and at the edge of FG range. Aidan said they were going to just throw an incomplete pass to waste time. That's a huge risk of a disaster--a penalty, with or without a 10 second runoff, some how the ball is downed in play with no time for a FG, a turnover, etc. Pierce should have to answer that question--why were they even taking that risk to waste 3-4 seconds.
I have been waiting the the All 22. Thank you! This shows at least 4 players not set at the snap. All players on the LOS MUST BE SET for a full second prior to the snap. For those disbelievers, find a good video with sound and click play with your eyes closed and click pause as soon as you hear a whistle. I think you'll be surprised to see the KC player in the fetal position cradling the ball. EDIT: Lots of folks CLAIMING the running ref blew his whistle. Nothing proves a whistle was blown but the sound of one being blown. Show me that footage with sound. The broadcast footage is abundantly clear when the whistles start and there are several that come in, but none until after the fumble is recovered. Prove me wrong and I'll concede.

Aiden's clapping COULD NOT HAVE solicited that snap because nobody was set; they were getting to the line. Why would a center snap the ball when nobody was set? The fact is, the referee blew the whistle dead and the Raiders got screwed again.

@@goldiego1 I don't think its about what the correct rule is, I think its more of when a ref blows the play dead, then people may give up on a play, so that loose ball on the ground may have had a different outcome had the ref not signaled a false start and blown the whistle because people are supposed to stop when the whistle blows. Like if a guy is tackling someone and is in the grasp, and blows the whistle, then some dude comes outta nowhere and smacks the guy, hes going to get a 15 yard penalty for a late hit. The Raiders only lost by 2 pts to the defending champs in their stadium when the Raiders could have won 26 to 19. That is a very acceptable loss and could have won 29 to 19 or 33 to 19 if not for those 3 missed Field Goals and if the Raiders would have went on to score a touchdown or a Field Goal on that last drive or the fumble drive. Chiefs STM here…I was at the game. People in the stands were yelling “illegal shift” before it was even announced. Aside from that, what if all the players on the field assumed the play was dead after they thought they heard a whistle, and as a result, didn’t go after the ball? What would the call have been then?
It doesn't matter what the players thought. The Ref called the play dead. If the fans were yelling illegal shift, then that should have been a clue to the Ref that called the false start and stopped the play.

Yes, in hind sight we can see the correct call was illegal shift. The problem is that the ref was signaling false start and the whistle was blown meaning the play is dead. Since that could reasonable change the outcome of the play, like stopping players from scrambling and jumping for the ball, it's too late to go back and change the call from a dead ball foul (false start) to a live ball foul (illegal shift.) The refs should never decide the outcome of the game, which is exactly what happened here. Even though the correct call would have been illegal shift, the fact that they whistled the play dead meant that they should stick with the call and the raiders would have a chance to win or lose based on a 54 yard field goal attempt. Which is not a given since Daniel Carlson missed 3 field goals already that game.

Your problem with the play did not happen the way you stated. It was illegal shift, your eyes see it, the linejudge was just wrong, and you didn't see a whistle, whistles are sounds. At the same time that line judge runs on the field, the chiefs already have the ball. Rule book states, you don't stop play for illegal shifts.
Once a Ref blows the play dead, you can't undo it and change the infraction. The Ref clearly threw his flag, and ran onto the field to stop the play indicating a false start. Error or not, you can't stop the play, then later say, nevermind. They should have replayed the down.

As a Dolphins fan since they became a team, I don't care about the Raiders and the Chiefs, but I do like to watch Mahomes, the Raiders got screwed on this one. When players do something wrong they get penalized, but when referees make a huge mistake, nothing is done and the team that got the wrong call pays the price possibly costing them the game like in this one. How can a false start penalty be reversed when it was clearly a correct call?

The controversy stems from the top official along the sideline at the top of the screen is blowing the play dead from the start. the easiest way to tell is he leaves his position and runs on to the field immediatly at the snap. those officials dont leave the sidelines untll the plays dead or they are blowing it dead themselves. So no matter what the penalty was the official called the play dead like it or not it.

It was a clear fumble recovery. The ball can be awarded even if their is a whistle if the ball is clearly recovered, so the whistle didn't matter. Second, a false start happens when a player jumps early when the ream is set. As you pointed out the reciver at the top wasn't set so it wasnt s false start. It was an illegal shift. All of this was called right and if it wasn't called right and it was abyone but the chiefs there would be nothing but outrage as teams who shoot themselves in the foor shouldn't be rewarded for it.

Under the official NFL rules fumble plays are allowed to continue after the whistle whether the whistle was inadvertent or not. If there is a clear recovery of the ball it is awarded to the recovering team. Clearly this was not a false start since the ball was snapped before the penalty flags flew. The rule has been outlined in the NFL rules since 2008 under "Awarding Possession". The fact is, the refs ended up calling this correctly because the chiefs clearly recovered the loose ball.

False start ? Dude; player was lined up offsides in the neutral zone...NOT a false start. Chiefs got fairly penalized for their receiver being in neutral zone...ball was snapped and play proceed....receiver caught the ball for an apparent TD...but refs called it back, removed the TD score and penalized Chiefs 5 yrds to replay the down. Chiefs lost that close game to Bills previous season. Deal with that reality !

This is on the Raiders, for one why is the QB in shotgun formation? avoid the bad snap and get AOC under center. Second, AP burned the last time out over a punt decision. Could have used that last time out to set up the field goal to win the game.
Every network or media that covers the live coverage of an NFL game, needs to be able to interview all NFL refs and ask them about their play calling during games. And the NFL must make it mandatory for all NFL refs to answer all questions to the best of their ability after every game.
Theres alot of details here. But most dont matter, the two key questions are: Did a dead ball penalty occur? Note the wording "occur" the ref signalled it as a false start but that doesnt matter, what matters is the penalty they officially call and they didnt call a False Start. Looking at the set of the raiders in the tape it doesnt look like a false start occurs. In that case calling a false start is the wrong call and had AOC caught the ball evey raiders fan would be pissed off that a false start was called (and rightly so). In my opinion, I can't see any dead ball penalty that would invalidate the snap. Second question, Was the play whistled dead before the Chiefs recovered? Again lots of details, he put the whistle in his mouth and signals to stop the clock, both of these are irrelevant, what matters is *when* he blew the whistle. I watched it back about 20 times, slowed it down to half and quarter speed and I dont hear any whistle sounding until about the time the ball is recovered (based on broadcast sound played from youtube) it's pretty much simultaneous. Does he have control/ possession at the split second? Its practically impossible to tell without expensive AV tech that makes it beyond the scope of what a ref (or anyone) can do on the field and in the moment. I dont doubt that Refs make biased calls on some level, its reality, but I think if you took humam error out of the refereeing for this play then the chiefs would have had the ball after it.
Call it what you will, the bottom line in this NFL is if the opposing teams offense would have done the exact same thing the Raiders offense did, it would not have been ruled a turnover recovered by the defense, and that’s the bottom line.

As a Raiders fan, I wanted to loose so we can be number one. But I want to loose to the team we’re playing not the officials. If there is ever proof of games being fixed the NFL is over. It will also bring a spotlight to other sports. Also what will that say to the kids in Pop Warner, high school, college etc… who have hopes of playing pro.

At the end of the day, was the correct call made? Absolutely! It was an illegal shift, there were numerous Raiders moving at the snap. An illegal shift occurs when two or more offensive players move before the play begins. The correct call was made end of story.

Illegal shift…yes the refs had to discuss, but in the end there were at least two players moving at the snap. Game officials frequently have to sort out a play and make a decision, based on the rules, as to what the correct call should be. I do it as a baseball umpire but it’s the same idea. With more than one official on the field, both can make calls but ultimately, in most cases, the rule book makes the determination. It sucks that the call had to determine the game outcome(I’ve had to make similar calls and it really does suck) but looking at the rule(7-4-7), they made the right call in the end.

I am a high school football official, not a professional official, and let me tell you, this is really not that hard. The line judge threw his flag, blew his whistle, ran onto the field with a "kill the clock" signal, and began twirling his arms indicating he saw a "false start." That is a "pre-snap" penalty and a DEAD BALL FOUL. Which means that play was over BEFORE it really began. Anything that occurs after that official's whistle is blown-including fumbles, is FOREVER null and void. The officials absolutely, 100%, cannot, ever get in a huddle and overrule a blown whistle. The infraction was indeed an illegal shift; HOWEVER, the line judge blew the whistle BEFORE the snap. Play over! Fumble nullified. Raiders' football. The Raiders got screwed. Yes he's calling a false start. But look at the other side of the field. The ref on that side threw a flag as well (you can see it in the air at 1:50) for a false start on the other outside receiver. Neither outside receiver came set for 1 second prior to the snap. BY RULE, if you have 2 eligible players in motion at the snap, it is NO LONGER A FALSE START. The penalty becomes illegal shift, and the penalty for ILLEGAL SHIFT, does not kill the play. Your argument about the whistle, 100% valid, but to argue the call on the field. They made the correct call. Now, had the flag been on a lineman and an eligible receiver, it would have reverted to a false start and the play would've been dead at the snap. But it was 2 eligible receivers in motion

Too many folks getting off in the weeds on this. So, I'll break it down from my perspective. The All 22 here makes half of this really easy. The rest must be seen and heard on other videos.
1. The false start argument.
For a false start to occur, the player must have first assumed a set position for a full second. (rule 7 sec 4 art 2) There are at least 3 players who weren't EVER set at all. The 2 WRs and the TE. They were still up and moving when the ball was snapped. Since they never GOT SET, it's not a false start, it's an illegal shift. (rule 7 sec 4 art 6). Slow it down and let me know how many players you can count who are still moving when the snap occurs. Were they set before they moved? If not, it's not a false start. Rule 7 sec 4 art 2 item 6 does not apply, as the clock was not running.
2. The official at the top blew the play dead argument. No whistle in any of the dozens of clips with audio can be heard until after KC has recovered the fumbled snap. When they start, they are clear and audible. Please provide evidence of a whistle prior to that. You can't ASSUME that he blew it if you can't hear it. If the parabolic mics can't pick it up, it didn't happen.
3. The linesman killed the play and his signal is THE call argument. Anything the linesman at the top does, running, waving, signaling, etc means nothing without a whistle. It's only his portion of the overall play. He is relaying that he saw someone false start, yet no whistle is heard. He comes running in waving his arms and signals what HE saw. THIS PART IS MY TAKE: The white hat shut down the false start because so many players never got set in the first place as they are required to do and were still moving at the snap. The white hat got everyone's take on it and made a decision based on the input from the entire crew and his own observations. Which based on the evidence in the All 22 here and the HD broadcast replays and live audio, was correct.
Bottom line, it all comes down to the whistle or absence thereof. If you got a whistle, inadvertent whistle, play stops Raiders ball but no guaranteed FG. No whistle, no case the final call was correct. Feel free to flame away on this take. If you got that whistle, I want hear it.

And for those saying the refs always favor the Chiefs, show me a late game deciding call that helped the Chiefs win that was wrong. Per player safety protocols, NFL side judge officials only enter the field of play during a dead ball situation. Inadvertent whistle included. So based on your take why did the visitor side judge throw a flag, run onto the field, place arm and hand by mouth, signal kil the clock with arms over his head, then signal false start? They don't understand that calling a penalty is visual as well as audio. A BIG YELLOW FLAG doesn't make any sound when it has been thrown, but is there any doubt that a penalty has just been called? This sort of stuff has been happening for years. The NFL is an entertainment firm and it's all about bettings today. Look how much things have changed over the years. We didn't have all this crazy gambling tied so close to the NFL untill lately. It has been and will always be about money of course. Decisions made by bad refs are a part of the game. They (NFL) wants a new winning team like the Patriots were for years. This was a bad call to help the KC chiefs. Patrick will be the new Brady. Now with so much on line gambling with the games, I've noticed how many very close games there are now, which add for the bettings lines. If the raiders didn't have to stop the clock by spiking the ball on the previous play the false start that the line judge was signalling would have been correct. The line judge was overruled in conference by the other officials. He either forgot the 2 minutes rule, or didn't know it, or forgot the clock wasn't running when the ball was snapped. The ruling on the play was illegal shift because the wideout was in motion when the ball was snapped. Chiefs decllined the penalty because they recovered the ball and taking a knee was all they needed to win the game..

1. The ref at the top of the screen was IN ERROR. He was trying to call "false start", which doesn't apply in this case. A false start occurs when everyone on the offense is set and then a player moves BEFORE the ball is snapped (one player in the backfield is allowed to move sideways or backward). This is an illegal shift (multiple players moving at the snap), which is a live ball foul and play must continue. The ref who called a false start was confused and made the wrong call--he was corrected after the other refs called a meeting after the fumble. Since it's a live ball found (not a dead ball foul) play continues.
2. We don't know when the ref who made the wrong call blew a whistle, but that doesn't matter. No one on the field reacted to the whistle because they couldn't hear the whistle (everyone was diving for the loose ball). The whistle, if it was blown, didn't affect the play on the field.

Illegal shift was because offense players were still moving when the ball was snapped. Play doesn't get blown dead on a live ball illegal shift foul. Chiefs recovered the live ball and declined the illigal shift penalty.

And, why were they running another play at all. No timeouts, 14 seconds left and at the edge of FG range. Aidan said they were going to just throw an incomplete pass to waste time. Yes, in hind sight we can see the correct call was illegal shift. The problem is that the ref was signaling false start and the whistle was blown meaning the play is dead. Since that could reasonable change the outcome of the play, like stopping players from scrambling and jumping for the ball, it's too late to go back and change the call from a dead ball foul (false start) to a live ball foul (illegal shift.) The refs should never decide the outcome of the game, which is exactly what happened here. Even though the correct call would have been illegal shift, the fact that they whistled the play dead meant that they should stick with the call and the raiders would have a chance to win or lose based on a 54 yard field goal attempt. Which is not a given since Daniel Carlson missed 3 field goals already that game.

Second, a false start happens when a player jumps early when the ream is set. As you pointed out the reciver at the top wasn't set so it wasnt s false start. It was an illegal shift.

Under the official NFL rules fumble plays are allowed to continue after the whistle whether the whistle was inadvertent or not. If there is a clear recovery of the ball it is awarded to the recovering team. Clearly this was not a false start since the ball was snapped before the penalty flags flew. The rule has been outlined in the NFL rules since 2008 under "Awarding Possession". The fact is, the refs ended up calling this correctly because the chiefs clearly recovered the loose ball.

Chiefs got fairly penalized for their receiver being in neutral zone...ball was snapped and play proceed....receiver caught the ball for an apparent TD...but refs called it back, removed the TD score and penalized Chiefs 5 yrds to replay the down. Chiefs lost that close game to Bills previous season. Deal with that reality !

Note the wording "occur" the ref signalled it as a false start but that doesnt matter, what matters is the penalty they officially call and they didnt call a False Start. Looking at the set of the raiders in the tape it doesnt look like a false start occurs. In that case calling a false start is the wrong call and had AOC caught the ball evey raiders fan would be pissed off that a false start was called (and rightly so). In my opinion, I can't see any dead ball penalty that would invalidate the snap.

I watched it back about 20 times, slowed it down to half and quarter speed and I dont hear any whistle sounding until about the time the ball is recovered (based on broadcast sound played from youtube) it's pretty much simultaneous. Does he have control/ possession at the split second? Its practically impossible to tell without expensive AV tech that makes it beyond the scope of what a ref (or anyone) can do on the field and in the moment.
I dont doubt that Refs make biased calls on some level, its reality, but I think if you took humam error out of the refereeing for this play then the chiefs would have had the ball after it.

Call it what you will, the bottom line in this NFL is if the opposing teams offense would have done the exact same thing the Raiders offense did, it would not have been ruled a turnover recovered by the defense, and that’s the bottom line.

As a Raiders fan, I wanted to loose so we can be number one. But I want to loose to the team we’re playing not the officials. If there is ever proof of games being fixed the NFL is over. It will also bring a spotlight to other sports. Also what will that say to the kids in Pop Warner, high school, college etc… who have hopes of playing pro.
We've all seen calls changed or reversed after a ref powow but this play was blew dead and players are told to play until the whistle. But at the end of the day Sh*t Happens.

At the end of the day, was the correct call made? Absolutely! It was an illegal shift, there were numerous Raiders moving at the snap. An illegal shift occurs when two or more offensive players move before the play begins. The correct call was made end of story.
Sound amplified, not a single whistle. the ref is a human and upon snapping the ball he threw the flag and signaled for a false start. Luckily the others knew the rules and got together to discuss. They got it right. The Raiders never became set which is an illegal shift. You can only call a false start on a player that has become set and moves early. It's pretty easy to understand if you just look at the facts and the rules.

Since the clock was stopped (due to the spike on the second-down play), an illegal shift is a “live-ball foul.” In other words, the league is saying the foul was an illegal shift instead of a false start, which the official in the video above appears to indicate. Whether or not the side judge blew his whistle makes no difference in this case. Period.
The Ref didnt run onto field for the hell of it. Plus his call shouldnt be overturned to something completely different. Chiefs 7-5 no 3peat. GO BILLS.
The ref blew the whistle and ran on the field with a false start. I saw it live. That should have been a five yard plenty and the Raiders ball.

If he would have not missed the ball and threw it out of bounds like they planned it would have been a 5 yard penalty making it a 55 yard field goal try. He wasn't making that anyway.
Illegal shift…yes the refs had to discuss, but in the end there were at least two players moving at the snap. Game officials frequently have to sort out a play and make a decision, based on the rules, as to what the correct call should be. I do it as a baseball umpire but it’s the same idea. With more than one official on the field, both can make calls but ultimately, in most cases, the rule book makes the determination. It sucks that the call had to determine the game outcome(I’ve had to make similar calls and it really does suck) but looking at the rule(7-4-7), they made the right call in the end.
Left side receiver did not move forward, he moved laterally which he is allowed to do.. He clearly was not on the line of scrimmage.

Correct Ruling
The sideline referee's whistle effectively stopped the play. Since the whistle occurred:
During the fumble (before recovery by the Chiefs):
The play is immediately dead.
By rule, the down should have been replayed because there was no established possession when the whistle was blown.
Per Rule 7, Section 2, Article 1(c), the play cannot stand as a Chiefs' recovery because the whistle made the ball dead before possession was determined. Therefore, the referee's decision to allow the Chiefs to decline the penalty and take possession was incorrect.
Conclusion
The play should have been ruled dead when the whistle was blown. The correct procedure would be to:
Declare the play dead due to the whistle.
Replay the down from the previous spot.
