Just to make my argument, i don't think taking out their power before the show started would be a good way to speculate/calculate the rankings. Cause the only one who would be alive is Gojo. Like mate, he'll only lose his automatic invisible shield. He's shown he's clearly capable to throw hands, and when the show literally showed an arc where Gojo has to manually activate infinity instead of letting it on forever, he's still quite untouchable. He still has access to all his CT, RCT, and Domain. When he said he was the strongest, he ain't lying. But in the case of Naruto, Luffy, and Goku. They're all gonna be cooked. Goku would probably die when he was found by Grandpa Gohan when he fell and hits his head. The other case would be him still training under Gohan until he eventually pass away. (Know that Gohan was killed by Goku who became Ozaru a second time. No Saiyan Genes means no Ozaru). This would def mess Goku's growth. Knowing he either won't meet Bulma (but if Bulma met both of them and just ask for the 4 star DB. They would probably gave it or make her go away. Either way would make Goku not going with Bulma) which means the chances of Goku's growth would decrease a lot compared to the original Goku. Would Goku still be strong? (Gojo would still be on top tho. That's a fact.) If Luffy were to lose his DF power right now, he would now be in a disadvantage because the battle that's going on would need him to still use his DF power and Gears to win. Even if he trains his Haki to Shanks or Gol D. Roger's level, i do think he still needs the use of DF power to gain an advantage or an upperhand. (Admit it, Luffy's win over Kaido is because of Gear 5's middle finger to the law of physics and reality itself.) Goku wouldn't really need his Saiyan power at this point. He has attain Ultra Instinct or as i would call it "perfect observation haki". Which is a form that CAN BE ACHIEVED BY ANYONE. He doesn't need to be a saiyan to achieve ultra instinct. Spoilers for the One Piece Wano arc!!! At first I thought Luffy'd be the weakest, but then I realized that many of the strongest characters in the show aren't devil fruit users. Even when Luffy fought Kaido in gear 5 mode, Kaido made a point to say that haki trumps all in the end. Zoro, Garp, Sanji, Mihawk, Rayleigh, Gold Roger. Those are a few examples of extremely powerful characters with no devil fruit. When Luffy harnessed his conqueror's haki against Kaido and used that golden punch on episode 1028, there was no emphasis on the use of his devil fruit powers since they weren't super effective against Kaido's invincible body at that point. So If anything, he might be second to someone like Goku since humans in DBZ can chop mountains in half with attacks like destructo disk.
That is a really good point! Haki is very strong and he probably could hang without his devil fruit he’d just have to change his fighting style but I still don’t think he’s proficient enough in the use of that type of haki to still hang with the big dogs especially without his devil fruit

Honestly i have to say if you go against their own verse goku and naruto both tie. If goku wasn't a Sayan then maybe he'd be around krillins level, maybe a little lower since goku isn't pushing all the humans to superhuman levels. But he's still hitting Roshi level bare minimum. But still isn't even top 20 in verse Naruto wouldn't have most of his feats without kurama, less clones, less Chakra, no cloak mode which saved his life all the time btw. But Sasuke would probably kill him mid way through the show honestly barely hitting his top maybe 20 in verse if you don't count the boruto era characters. Gojo would probably still have plenty of ability and in his verse that's one of the best sorcers so he's probably strongest here. But luffy, following in shanks path, plenty of the top in verse have no fruit, and he's only JUST learned the first advanced version of haki. He doesn’t stand a chance in hell against Haku without tapping into the 9 tails. Naruto loses no def in his fight with Neji. Naruto loses easier vs curse mode sasake. Naruto loses to pain fairly easily before tapping in to 9 tails. And that’s just the direct times the 9 tails saves him, he has a built in power boost in speed power chakra from Kurama. You can’t say just because he ain’t turn yellow he isn’t using Kurama chakra cuz in that case that means pretty much no tail beast holders use they tail beast powers most times because they have no access to that form. It’s engraved in them to draw out the power as they fight like muscle memory. Just to make my argument, i don't think taking out their power before the show started would be a good way to speculate/calculate the rankings. Cause the only one who would be alive is Gojo. Like mate, he'll only lose his automatic invisible shield. He's shown he's clearly capable to throw hands, and when the show literally showed an arc where Gojo has to manually activate infinity instead of letting it on forever, he's still quite untouchable. He still has access to all his CT, RCT, and Domain. When he said he was the strongest, he ain't lying.
But in the case of Naruto, Luffy, and Goku. They're all gonna be cooked. Goku would probably die when he was found by Grandpa Gohan when he fell and hits his head. The other case would be him still training under Gohan until he eventually pass away. (Know that Gohan was killed by Goku who became Ozaru a second time. No Saiyan Genes means no Ozaru). This would def mess Goku's growth. Knowing he either won't meet Bulma (but if Bulma met both of them and just ask for the 4 star DB. They would probably gave it or make her go away. Either way would make Goku not going with Bulma) which means the chances of Goku's growth would decrease a lot compared to the original Goku. Would Goku still be strong? If there's any possibility of him training under Yoshi later, still go on his adventure like in the series, then i can say yes. He'll probably be in the same level as Krillin or barely higher. Cause he can still tap into Kaioken and multiply his strength. But he will be cooked when he fights Frieza. And that's night night for Goku.
Now for Naruto. If Kurama was never in Naruto. Naruto would not even be as weak as he is in the original show. The whole reason naruto was a troublemaker idiot is because he was an orphan that got fucked over by Hiruzen and was feared by everyone for being the Nine Tails Jinchuriki. If he was not the jinchuriki, he is Minato's Son. The fourth hokage's son. He would be TRAINED by the FOURTH hokage. A PRODIGY. And he would still have a lot of Chakra coming from his Uzumaki genes. An offensive comparison would be that Kurama was a substitute for this his birth-right advantage. He would have guidance from a prodigy and chakra from a goated clan. Hell, i can say that Naruto would do better in the Academy with this advantage. He wouldn't have struggled hard against haku or zabuza. Because chances are he wouldn't have to. He's the Hokage's son. THE FOURTH Hokage's son. The son of the guy who was SO FEARED in the Third Great Ninja War, if they were to see him or had a glance of him, they were ordered to FLEE ON SIGHT. Would the rain village even dare to attack or rebel against a mission handled by the son of the yellow flash? Would this mean Naruto is only going to be strong because his Dad was goated? Yes. Even if an individual hard work is the most respectful way to become strong. Don't downplay guidance from others. Naruto was strong because he had experienced Senseis. He wouldn't have gotten far without them. With or without Kurama. An apple does not fall far from its tree.
Now, Luffy. Would he be cooked early in the series? I personally haven't watch OP from beginning. But i know enough to judge this. And i would say absolutely. Luffy quote unqote "NEEDED" his Devil Fruit to survive OP. In the beginning, he never had proper training on how to fight with his devil fruit. He's fighting is based on instinct. His instincts knows that bullets won't go through him so he can just bounce them back. He's definitely a wild gun who doesn't understand how himself works. I won't name what arc he would last until. But i guarantee he won't last long. And for those that uses the "His haki would definitely make up for it". I don't think it will. Cause personally i don't think everyone was aware of Haki until it's properly explained later on. Even if Luffy was born with Conquerer Haki, would he be aware of it to use it? Would he be able to use it in the early part of the series to save himself or his crew? Nay, would he EVEN KNOW how to use it? And would he have someone to train his Haki with, if by speculation, he wouldn't last long enough to meet Rayleigh? Yeah, whoever uses the argument of Haki > DF uses it with double standards. You consider naruto cooked in the hidden rain arc while acknowledging Luffy's mastery of Haki in the later parts as more valuable than his DF power.
So From Strongest to Weakest, if we remove their power/race in the beginning of the series, top to bottom.
1. Gojo
2. Naruto
3. Goku
4. Luffy
But if we're using the speculation of "what if he removed them right now/wherever they're right now in the series". Then the ranking would definitely be different. (Gojo would still be on top tho. That's a fact.)
If Luffy were to lose his DF power right now, he would now be in a disadvantage because the battle that's going on would need him to still use his DF power and Gears to win. Even if he trains his Haki to Shanks or Gol D. Roger's level, i do think he still needs the use of DF power to gain an advantage or an upperhand. (Admit it, Luffy's win over Kaido is because of Gear 5's middle finger to the law of physics and reality itself.)
Goku wouldn't really need his Saiyan power at this point. He has attain Ultra Instinct or as i would call it "perfect observation haki". Which is a form that CAN BE ACHIEVED BY ANYONE. He doesn't need to be a saiyan to achieve ultra instinct. But would the loss of SSB be a nerf for Goku? I don't think so. Even tho it's considered to be a huge boost in power. It's really a stamina drain more than anything. Even Beerus agree that them fighting with SSG would be better strategy rather than SSB whilst participating in the Tournament of Power. So nah, Goku'd dodge and win.
And Naruto..... is already the hypothetical question. He has lost Kurama. Yet, as the guy informed, he's still an Uzumaki, he still has access to Sage Mode, and now he has more mastery on Chakra Nature, Ninjutsu, and Taijutsu. And don't forget that he still possess parts of the other Tailed beasts' chakras. Naruto may be weaker by losing Kurama. But he still has a fight within him (until he got cast into the shadow realm.)
So with this into consideration, in order from strongest to weakest. This is the ranking.
1. Gojo. (Obviously. Man was literally born as the honored one throughout heaven and earth.)
2. Goku. (Has already reached a form that doesn't require Saiyan Genes)
3. Naruto. (nerfed hard. But man was born a strong character, and gain knowledge from the right sources)
4. Luffy. (Really don't see him surviving anymore battle if we take out Gear 5 from the calculation.)

At first I thought Luffy'd be the weakest, but then I realized that many of the strongest characters in the show aren't devil fruit users. Even when Luffy fought Kaido in gear 5 mode, Kaido made a point to say that haki trumps all in the end. Zoro, Garp, Sanji, Mihawk, Rayleigh, Gold Roger. Those are a few examples of extremely powerful characters with no devil fruit.
When Luffy harnessed his conqueror's haki against Kaido and used that golden punch on episode 1028, there was no emphasis on the use of his devil fruit powers since they weren't super effective against Kaido's invincible body at that point. So If anything, he might be second to someone like Goku since humans in DBZ can chop mountains in half with attacks like destructo disk.
That is a really good point! Haki is very strong and he probably could hang without his devil fruit he’d just have to change his fighting style but I still don’t think he’s proficient enough in the use of that type of haki to still hang with the big dogs especially without his devil fruit

This is the final answer simply put lol. Naruto is the strongest, then goku, gojo, luffy. Naruto has Sage mode, high IQ battle tactics, and he’s a ninja. Goku was trained under master roshi, who is goated in his world for martial arts. Gojo, this is an interesting take because he has six but if I’m correct it’s powered energy. Bro this Naruto vs Luffy debate is insane!!! Naruto will easily be the weakest one here. Naruto doesn’t summon the 1000 shadow clones at the beginning without kurama. He doesn’t stand a chance in hell against Haku without tapping into the 9 tails. Naruto loses no def in his fight with Neji. Naruto loses easier vs curse mode sasake. Naruto loses to pain fairly easily before tapping in to 9 tails. And that’s just the direct times the 9 tails saves him, he has a built in power boost in speed power chakra from Kurama. You can’t say just because he ain’t turn yellow he isn’t using Kurama chakra cuz in that case that means pretty much no tail beast holders use they tail beast powers most times because they have no access to that form.
