Even if the original pieces are solid gold, filigree never weighs all that much. Because the appraiser said the crafting techniques were very common and had been around for a long time, it sounds like the price is based more on the value of the raw materials; ergo, the heavy chain has the higher value.
He is basing the other Gold jewelry on the current spot price of Gold at that time which wouldn't have been a lot. Today Gold is sitting at around $2,000 an ounce, it was only around $300 an ounce back then.

You can probably 10x those prices for todays value due to increase in gold price, higher collector demand and overall inflation.
Gold was about $260/oz - $280/oz in 99, as of today $2650/oz.
