I have heard that the raiders had been instructed to dismantle the antenna system but had not done so in practice - because doing so was a much harder job than their boss(es) had imagined.

Yes, I am sure they did not take down the masts. Radio Caroline people can be seen working in these film clips.
And the Dutch ship is not along side when you see people working on the masts
