@@foljs5858I think when folks mean all of the reactions and scenes are real, they're talking about Cohen's time in the States minus the obviously acted roles (plus Pamela - but her security wasn't in on it). The Kazakhstan scenes are obviously fun bookends to set up everything else.

Shortly after this movie came out, I sat next to Luenell at an airport, and we talked a lot about this movie. Great reaction. Part of the long running joke is that he’s pretending to be antisemetic. He is actually speaking, Hebrew and Azamat is speaking Armenian. When the movie played in Israel , it was especially funny because they could understand what he was actually saying. I think the movie was filmed in Hungary. Kazakhstan is nothing like that. The culture in Kazakhstan is similar to Russia and the people look Asian. The opening of the movie is based on an old website that was posted by some doctor from Eastern Europe. It is kind of a copy of it. The original guy is posting in English, but his English is broken and he does say “I like sex“ he later unsuccessfully sued the movie.

As the previous commenter said, the "Kazakhstan" scenes were filmed in Romania, more specifically in the village of Glod, which is archaic word for "mud" from what I've read. The people there had no idea what the movie was really about, they were told they're making a documentary film about their hardships.
They were given only very basic directions what to do or how to "act". After Borat came out and they found out what the movie actually is, they took legal actions and tried to sue the producers claiming they were mislead, exploited and humiliated (which is technically true). However the lawsuit was thrown out by a US District Judge because the charges were "too vague and nebulous".

The rest of the people in the film are all just regular folk who were either caught on hidden cameras or lured into being part of what they thought was a documentary being made for Kazakh television and would not air in America. sacha baron-cohen is obviously funny as hell, but i dont think he gets enough appreciation for how well he's able to work the people he interacts with in order to get the reactions. he plays off people's subconscious biases so well, every time he does something (like bringing the shit to the dinner table) they're shocked but they always go along with it. he makes them let their guard down by making a character that confirms their own biases so they feel comfortable blurting out shit they wouldn't otherwise, like the homopghobic guy who owns the rodeo (who, if i recall correctly, was one of the many people who tried to sue him after the movie came out). he's satirising that very specific anti-Arab and anti-Islamic racism that exploded in the US after 9/11, combining all the stereotypes into one guy to show how ridiculous it really is.

Fun fact the government of Kazakhstan was not happy with the film because their foreign relations department was hounded by phonecalls complaining about how racist and homophobic they are, that said the film actually has a cult following in the country and is very popular. As others have said, virtually NO ONE WAS IN ON IT. During the 98% of the film that takes place in the U.S., everything / everyone was real except Ken Davidian (Azimat), Luenell, Pam Anderson (but not her security) and the bear, who is a professional acting bear.

Definitely watch Borat subsequent moviefilm (2020) as well. And Bruno (2009), if you dare. Other movies you can consider from Sacha are Ali G in da house (2002) and the dictator (2012).

He's actually speaking Hebrew. I'm an Israeli so I can understand it. It's mostly in context to the scene. Sacha Baron Cohen was born in Israel and lived here until the age of 6. Of course he's Jewish. His brother by the way is one of the world's leading researchers on Autism, and Sascha has a university level education. He visits Israel frequently.
