Yes. Viserys was a weak king. But doesn't negate the fact that OTTO AND ALICIENT are at fault for the current conflict. Had she not heard what she wanted to hear when her dying husband was speaking, kept his death a secret until AFTER her son was put on the throne, and had she just did what he said he wanted for the past 20 years....the conflict wouldn't have happened.
