Wow, for the most part this game was incredibly balanced. A lot of characters do the same amount of damage.

They tried to make it more balanced. Giving all characters same support capsules, same items, same specials and one finisher. In Budokai 3, Kid Gohan only has Unlock Potential and Masenko. In IW he has two specials and one ultimate like everyone else.
That being said, it's not perfectly balanced. Characters with more transformations are stronger, each transformation gives like 10% boost to attack. So Goku has 5x10% to attack, but Tien doesn't. And like Budokai 3, characters start with different base ki.
But yeah overall more balanced.
