This dlc is like a pre-GTA V. The cars, weapons, missions. For example; Buffalo, Buzzard, shotgun, SMG, the race with action (previous mission) and most of the missions. They belong to 5 not 4. 4 and Lost are serious but Ballad is fun like 5.
I'm guessing that Departure Time happens at the same time as the last mission in GTA IV. There is a bit of dialogue from Timur who tells another Russian that Rascalov is dead, which can mean either Deal or Revenge. And people are speculating that before Niko finishes off Pegorino in the Revenge ending, you can see an explosion in the background, which could be Bulgarin's plane exploding
