What about when you have an older vehicle not compatible with latch and the seatbelt do not stay locked when pulled all the way out?

Yes they do expire. On the back of the carseat it has an expiriration date
Do u still have to put a seat belt over the car seat?
Pamela Ponce if your car seat has the base and you have properly installed the car seat base you do not need to put the seat belt over the car seat.
