I think, the reason clark floated in that moment with lois, is because he was completely in a state of bliss. He wasn't worried about anything, he had no stresses, he wasn't thinking about his responsibilities, just, in that moment, he was completely free of everything and just felt happy. And that was the key.

Throughout the entire series, in every season, Clark was always learning something new about himself, understanding his true identity. Then on the last episode he learned his greatest power and flew up to save the world and then became Superman.
He wouldn't fly because Tom Welling the actor didn't want to be on wires every episode ("no flights") and he was bow-legged with chicken legs, so no suit ("no tights") ... Superboy could fly in the comics. Plus, the budget kept getting cut as the ratings went down and flying costs way more to film

It's pretty clear to me why Clark couldn't fly. Flying like all abilities is in the mind. From all of the Kryptonian's who visited Smallville, we know that they don't let emotions (doubt, insecurity, guilt) override their judgement and reason. Clark is a Kryptonian who was raised human. All he's ever known is doubt, insecurity and guilt and it weighed him down. Lois is the person who finally got him to let go of all of it, which is why he can fly. I love the way the writers addressed the flying!
Oliver was explaining how Clark need Lois, and Clark HAVING Lois finally leads to him being able to fly. It was sort of foreshadowing the fact that Lois will help him become Superman.
Clark was holding back, scared of his abilities, afraid he will hurt someone or damage property. When he finally let go of the fear and concentrated on what he needed to do he could access his full powers.
I thought it was really sad that they didn't pitch those two against each other. I mean, Lois holds this major grudge against Lex because of what he did to Wes Keenan, and then it all just puffs off into nowhere because she gets a crush on her editor.
The look on John Schneider's face just sells that whole moment. He's completely shocked, and for a brief moment he tries to hide it...but Clark doesn't need X-ray vision to see through that.

How easily Clark could have ended up like the kid from Brightburn. It is because the Kents were supportive and understanding of their son. The Breyers were fearful.
No the Breyers had a super powered psychopath while the Kents did not have a psychotic child to deal with. Those are the key differences even in Bright burn where the mother was willing to protect the child which she should not have because her husband was right her life got ended as well and their child harmed people on purpose. Clarke is different in terms of nature and characteristics he never went out of his way to harm and maim others so the Kent were mostly just shocked, surprised and scared for their son that they loved and knew he is a sweet boy who grew up into a sweet man.
