Not true. In the stock sense yes, but just because the solenoid is blocked off doesn't mean there's no vtec there just isn't vtec in a traditional way.... It's locked on
The last car, uses what is known as VTEC Killer Cams. On a quick glance "The car always runs on an Aggressive cam profile" If you want to know more, this, is what happens: On a normal Honda VTEC engine, there are two cam profiles. The normal profile that uses the outer two cam lobes, and the VTEC (or aggressive) profile, that uses the center cam lobe. On VTEC Killer camshafts, there is NO center cam lobe. The VTEC profile is removed all-together. Only the outer two lobes driving each individual valve are being used, which in tern, are ALREADY aggressive enough to output power at high RPMS. This generally has some slight benefits on pure racing engines, like more steady oil pressure since the VTEC system isn't being fed oil any more, less moving and rotating mass, and higher rigidity on the actual camshaft.. The main disadvantage, is that since the car ALWAYS runs on an aggressive profile, you lose the great low-speed performance, characteristics and fuel economy these engines had. NOT RECOMMENDED AT ALL, for street use.

The last one looked like it had some smoke coming out of the intake manifold
The last car, had an ITB setup (Individual Throttle Bodies) with external Fuel Injectors.
That "smoke" is actually fuel, being injected !

I dont think the last one has vtec. The vtec solenoid is blocked off on the head. No solenoid = no vtec
