The downside of using tap water is its chlorine disinfectant which is volatile and may add go into your distillate. Distilled water or filtered water is highly recommended.

You may use fresh leaves. Difference with dried is more moisture content in fresh ones so you expect to receive less amount of hydrosol. Powder is fine but need a cloth bag and closed to put into steamer before distillation. I have another video explaining difference between using dried and fresh plant material for distillation.

I know that infusing it in oil only dissolve the oil-soluble parts of centella. what do you think about that? Which one may benefit the most, the hydrosol (which contain mostly of the water-soluble parts of centella) or the oil infused centella? Or maybe i should do glycerin or glycerin+oil mixture base infusing for better result?
Hi, I like your questions! Oil, glycerin and ethanol are popular solvents can be used to extract, but they have different efficiency. Ethanol has better efficiency but it can cause dry skin. Oil is better than glycerin. One way is use a bit of ethanol before using oil or glycerin. Then slowly heat up to vaporize ethanol so as to help make better extract. Hydrosol contains volatile compounds like essential oil. Because they are small molecules they have good penetration on skin.

Yes, it has eo but very low content. It is not enough to be separated by separator but you will see the oil floating in the hydrosol.
