The first thing you'll notice about this dog car seat is that it acts as a booster seat as well as restraining your dog. In my video review you can see that our Beagle, Molly, is boosted up enough to see out the window when she's in the Snoozer Luxury Lookout Dog Car Seat. She loves being able to see out the window!

I thought you were supposed to attach strap to the bottom part not the top? That's why she was able to almost jump out

The part that is in the slots and on humans goes on waist? Or maybe this one is different?

The strap is adjustable but yes, better to attach to the lap portion of the belt instead of the shoulder portion if the strap is too long. The Luxury Snoozer is different from the Lookout snoozer too I believe
