Considering what happened to the Vizards that were reinstated as captains (Shinji, Kensei and Rojuro), they probably didn't want to be glorified punching bags used to establish the threat of the villains and the power creep of the heroes again LOL.
Lisa's reasons are reasonable and hilariously fitting given who she is. All the more reason she's my favorite among them. It's not surprising that some stayed behind even developing some emnity. The Vizards and Kisuke/Yoruichi sure introduced the concept of Shinigami exiles. Makes you wonder how many there are out there that we haven't met. Given Soul Society's internal politics and occasional chaos, I'd say there has to be quite a few.
You’d also have to think about how many the soul society has probably silenced for good. The vizards are more than likely out there and surviving because they are a collection of captain class shinigami that have banded together! There’s nothing stopping the soul society from eliminating lone exiles, the fullbringers are the perfect example.

I think Love is an awesome character heavily undervalued. I’m hoping in BBS we get to see his beyond bankai. Here’s hoping to see some “Love” for the vizards in the anime.
Hiyori never seemed like she was particularly fond of Soul Society even before she was exiled, and I have the sense she only really became a Shinigami because Hikifune was one or because Hikifune encouraged her and helped her rise through the ranks. With that in mind, it makes sense that Hiyori would cut ties with Soul Society with zero hesitation. The others still bought into the ideology of the Gotei 13 and Soul Society, so they were probably all more willing to come back when offered, even if they may have resented Soul Society for what it did to them.

The fact that shuhei hisagi turned down captaincy because he thought he wasn't ready just makes me like him even more. But iba always wanted to move up the ranks. That's why he left the 11th division in the first place.
Totally agree, he was one of the absolute worst lieutenants going. Renji and Hisagi are both obviously captain level. Ikakku too although he hides it. I’d even say Rangiku is a way better shout than him even though she hasn’t gotten Bankai yet. I’d have said he was the 2nd worst choice of anyone, just ahead of squad 2’s lieutenant who still manages to accomplish more despite being obviously incompetent. The only squads who should have captains based on something other than the normal factors are 4 and 12 since they specialise in such specific things so I always gave Isane a pass since she could be amazing at healing and awful at everything else.
