Can ends are generally safe, from the production side, at least. But you should rinse them off regardless, because production is one part of a large logistics chain, and can't speak for the transportation or storage or even store. I've worked at large grocery stores and seen associates step on an open flat of cans to reach something then stock them, not even thinking it's a health violation.
