I talk to other teachers all the time-- so frustrated about bad behavior making classroom life miserable, teachers hate their jobs, good kids don't learn and test scores tank. But many teachers refuse to call out the problem -- bad / absent parenting. School Admins refuse to stand by punishments. Unions don't want to get sued, so they support spineless leadership. The government does nothing to deincentivize single parent households, so this is where we are.
This has been going on since the late 90s, and we're a full generation into participation trophies and no actual consequences. Hence, conscience-free looting.
It was radically different when I was in public school in suburban Los Angeles in the 1970s/80s.
We rarely had even petty behavior problems.
Teachers could still spank your butt with a hand back then, though I only saw one kid spanked. Then, the teacher complained to his mom, and the mom.
Kids were referred to the principal, who spank your butt with his belt. He would definitely call your home. All the moms seem to love him.
I remember delivering a note for the school office in late elementary school, and a girl from another class was sitting outside the class with her teacher and her father in his work uniform. That was an "Oh, oh. Dad is in his uniform."
He wanted at his kid over having to come at his lunch hour because of her behavior, and she had better knock it off.
Moms had the policy of "Don't embarrass me at school."
We didn't have much trouble at junior high and high school either.
However, I never knew the political views of any of my teachers. That was also a more conservative time, even though the vast majority of L.A. parents weren't religious.
I have friends who are teachers. Yes they hate their jobs if theyre at the wrong schools. Your head would explode the mess they deal with.

I live in Edmonton Alberta Canada, and a few years ago there was an uproar in what we call a Remand Center because of a bacon & egg breakfast for inmates, it was changed to cold cereal & toast. They shouldn't eat better than alot of our regular citizens.

The Kiosk Idea is under-rated, but misdirected. What thieves really need is a registry, like a bridal registry only for shoplifters. That way they can be directed to where the most in demand items in the store are located. After all, think of the disappointment when you stuff your backpack with unwanted items that your fence wont buy.
How about booby trap the most stolen items used as bait with exploding dye packs or junk weight to simulate the real item while keeping the real merchandise in a secure armored kiosk that takes the money right there before the item is handed over. If enough thieves try to fence boxes of rocks or packages filled with dog poop or get painted like a rainbow once too often maybe that will drive them to check into a mental health kiosk.
The looters never steal work boots. Or Father's Day cards.

Way tooooo funny. All employees have already been told to NEVER approach someone who is shoplifting because it puts the employee at risk. They just let the police handle it and put the products that were stolen into the hands of loss prevention, and then pass on the loss to consumers to actually BUY the products.

Not much point in having the father in the home when his day job is high-jacking cars and his night job is dealing drugs.
Arrest them. Prosecute them. Put some in jail. That is a good way to get them into the system so you can help them - if that's what you really want to do.

The idea that someone who is in the middle of committing a crime is just going to go "oh look, there's a social services kiosk, I'm just going to use that instead of stealing" is so amazingly stupid that word's just can't discribe the level of ignorance needed to utter it.
Aside from the fact that the average shop lifter is probably not looking for social services at that time, the most logical place to put such a kiosk is near the check-out lane's where the shop lifter isn't going.
People currently spend many hours and often many hours several days in a row just to talk to a worker in thier office. How long are they going to need to be at the kiosk?

Apparently people don't understand that prison IS a rehabilitative step. ALL prisons have rehabilitation programs available to all prisoners.
BUT - the prisoners must avail themselves to the programs. They simply choose not to.
