And its a more complex set of crimes... many people calling 911 might say I'm getting attacked... but that isn't a "statute", it might fall under intimidation / assault / battery.

Many witnesses conflate assault / battery for instance, but they'll be able to recognize when someone is committing a crime in some way and report on the facts that lead them to believe some form of crime is being committed.
