For the phone plan, I'd recommend getting Google Fi which has data coverage in 200+ countries, including Colombia. It's going to eliminate unnecessary headaches, starting from getting an Uber when you land in Medellin, then navigating the city. Simply because to get to the cellular provider you also need to take an Uber or metro, then follow the map. If you're still wanting to get a Colombian sim card, get a prepaid plan with a lot of data because if you run out, and you're somewhere far from your place, it's going to be stressful. I had a claro and even within an app, I couldn't see how much data was left, and when I tried to add more gigabytes with my credit card it didn't work.
While it is true that since the passage of Resolution 5477 last year, pensionado visa applicants are going to need to acquire a travel health insurance policy, this is not because Colombia cares what happens to you if you travel out of the country. Rather it is because the resolution specifies that you need death and repatriation coverage among the other health insurance requirements. My EPS Sura plan does not provide this coverage, so to facilitate the granting of my 2nd pensionado visa earlier this year, I had to purchase a one-year travel insurance policy at a cost of just under $900 for the year. An unfortunate and substantial additional cost to bear, but there you have it.
May not be the most efficient, but what I do is pull COP out of my Chase account at the ATM and then manually deposit the funds in my Bancolombia account. This also has the advantage of being less traceable than if you were to do some kind of on-line direct transfer.
She should actually make an arrangement with these Spanish schools in Colombia for foreigners. Because a lot of the ex-pats be lazy and dont want to learn the language

I've heard you can also use Xoom or Acciones y Valores
Just take all of your money out and deposit it into your Colombian bank
