Besides going down a hook size have you tried a thinner yarn that will fit perhaps a bit better inside? I know with knitted wool mittens many will use a yarn of thinner grist to avoid the bunching up without sacrificing warmth. A thought.

That's what I'm going to do. The first pair I made had a mohair liner. I'm going to try fingering weight liner next.
