Yes. In order to be an S Pass holder, the company should apply the S Pass for you. It is also important to ascertain during the interview whether the company possesses the eligibility to apply for an S Pass, as not all companies in Singapore have the capacity to do so :)

if you get an interview you can get a visa for it to go in person. not sure if you being physically there on tourist visa would help you. Because either way if you get a job with tourist visa they will require you to exit the country and won't let you in until your work permit is issued.
