The Highest Point in North Korea

Paektu Mountain, the highest point in North Korea at 2,743 metres (8,999 ft), is a volcanic mountain near Manchuria with basalt lava plateau with elevations between 1,400 metres (4,600 ft) and 2,000 metres (6,600 ft) above sea level.

He doesn't need a permit. He's not a North Korean citizen he's Indonesian.
The story is that either he, or his wife, are diplomats for Indonesia. Indonesia have a good relationship with NK so he's basically living there whilst working for the Indonesian embassy in NK. He's not necessarily barred from any normal activity in NK since he's essentially not a citizen.

Usually a guide (on the right is a guide, not a translator. When you go to North Korea, each tourist or group of tourists is assigned a guide who helps them and tells them everything) in North Korea translates much faster what the other guide says. I think the point is that there are much more Russian-speaking tourists than others
